Over the months leading to our annual Design-Build Conference & Expo, hosted this year in Denver Colorado from November 2-4, we will be posting weekly projects that have earned the distinction as a 2015 DBIA Merit Award winner. These projects, at a minimum, resulted in highly successful delivery and achieved best value while meeting design and construction quality, cost and schedule goals. P822 MCAS Terminal Operations & AFRS Complex
Challenge Design-Build Project Delivery Addressed:
As NAVFAC continues to be pressured to do more with less, the use of the design-build process saved significant time/costs and promoted innovation and improved quality.
Summary:
dck-ecc pacific guam, LLC (dck-ecc) designed and constructed the $47 million LEED Silver P-822 Marine Corps Air Station (MCAS) Operations Complex project on Marine Corps Base Hawaii (MCBH), Kaneohe, Hawaii. The project scope included the design-build of a Terminal Operations Complex, an Airfreight Cargo Facility, an Aircraft Fire and Rescue Station (AFRS), a mechanical plant and Aircraft Parking Apron. The Terminal Operations Complex is a two-story 30,700-square-foot building that houses all terminal operations activities and support offices. The cargo facility is comprised of palletizing and conveyance equipment. The AFRS is a state-of-the-art 17,100-square-foot multi-story airfield firefighting facility that includes five apparatus bays; administrative offices; storage and support areas; training, exercise and residential areas; an elevated 360°dispatch tower; access driveways; and parking.

County of San Diego Waterfront Park and Parking Structure
Challenge Design-Build Project Delivery Addressed:
Design-build allowed the project team to encounter and handle various unforeseen on-site challenges while maintaining schedule. The County utilized the design-build process to facilitate collaboration and to provide the community with a new Waterfront Park on time, with zero change-orders, no claims, and an exemplary safety record.
Summary:
The County of San Diego Waterfront Park and Parking Structure is downtown San Diego’s newest gem. Servicing the local community and providing a recreational destination for national and international visitors alike, more than a million guests are expected to visit and enjoy the new bayside park each year. The County of San Diego applied early programming of the project to provide bridging documents to the shortlisted design-build teams during the RFP process. Located on a 17-acre site in downtown San Diego, the park project included features such as a tree-lined promenade, two expansive greens, themed specialty gardens, plazas and terraces, a picnic area, shade trees and palm groves, massive lighted interactive fountains with splash areas for children and a unique playground. A single-level, 251-car subterranean parking garage and LEED Silver-designed public restrooms were also built. Another important element of the project entailed integrating the new park with the historic San Diego County Administration Center which was originally built in 1938.
U.S. Coast Guard Houston-Galveston Sector Building
Challenge Design-Build Project delivery addressed:
The wide variety of functions and user groups housed in this building required an extensive amount of technical/operational coordination, for which design-build was the ideal delivery method.
Summary:
The first phase involved the design and construction of a new four-story, 111,500-square-foot U. S. Coast Guard Sector building at Ellington Field in Houston, Texas, housing multiple Coast Guard Sector functions, including offices for logistics administration, command cadre, investigative units, intelligence analysts as well as an armory, training and conference areas, fitness and weight training facilities, locker rooms, and sleeping quarters. It also provides a dining facility with a full-service kitchen and serving area and a medical and dental clinic with examination and operating rooms, laboratories, x-ray, pharmacy, emergency room and administrative offices. The second phase involved the move of personnel from the existing buildings at Galena Park to the new Sector Building, followed by the transformation of the existing Galena Park site into a recreational area.
