From hospitals to highways and everything in between, there’s an incredible diversity in federal projects and the approaches agencies use to deliver project success. In this session, experienced federal Owners offer insights into their use of design-build including challenges, successes, the evolution of their programs and the lessons learned over decades of federal project experience. They’ll also talk about the future, including upcoming design-build projects and their vision for these projects.

When Hurricane Michael struck Tyndall Air Force Base in October, the damage left every single one of Tyndall’s nearly 1,200 facilities needing some level of repair. An expected $3 billion over the next five years will be invested to not only rebuild Tyndall but to make it an “installation of the future” including the addition of multi-use, smart facilities able to withstand severe weather, an expanded flight line to support F-35 operations by 2023, and walkable campus areas that provide consolidated facilities for the base community. What was originally a catastrophic blow to the service, may actually provide a unique opportunity. Col. Brent Hyden, Tyndall Program Management Office Director, and others will detail this impressive Tyndall Air Force Base reconstruction project.

Lessons Learned: The Latest in Design-Build Case Law

This session will review recent key design-build court decisions accompanied by concrete lessons learned. Led by one of the nation’s leading legal experts on design-build and other alternative project delivery systems, Mike Loulakis also has decades of experience representing clients in matters involving procurement, risk management, contract drafting and dispute resolution. Mike has been lead counsel on some of the country’s most complex public sector design-build projects and public-private partnership programs, where he has helped agencies formulate effective project delivery, procurement, and contracting strategies. He’ll help attendees build a greater understanding of identifying and managing risk. Topics will also include managing disputes on differing site conditions, teaming arrangements and performance guarantees.

NAVFAC’S Approach to Design-Build: The Camp Lejeune Rebuild

Yet another natural disaster left devastation in its wake when Hurricane Florence hit North Carolina’s Camp Lejeune in September 2018. More than 900 buildings were damaged and an estimated $3.6 billion will be needed to rebuild. The Naval Facilities Engineering Command faces an enormous challenge that design-build will help to address. From new construction and renovation of buildings to rebuilding systems and infrastructure, the multi-year rebuild at Camp Lejeune is immense.

NAVFAC discusses the challenges ahead, why design-build is the preferred project delivery method for this large and high-profile project and NAVFAC’s evolving approach to project delivery generally.

Doing Design-Build Done Right® takes more than just winning a design-build competition or signing a design-build contract. It takes a whole new mindset. In this session, Dr. Barbara J. Jackson, PhD, FDBIA, will discuss the challenges associated with shifting from a segregated services mentality, to an integrated services mentality and the skills and talents necessary to be successful. We will also address what it takes to manage and lead multi-disciplined teams to achieve optimized results under the design-build done right approach. Dr. Jackson is one of the most recognized thought leaders in the AEC industry. She spent decades in the construction industry and is the author of what many consider design-build’s bible “Design-Build Essentials.”
