Challenge Design-Build Project Delivery Addressed
Unforeseen hazardous material abatement delayed the start of construction by six months, requiring the team to resequence many of the construction activities, while proceeding with design, to stay on schedule. In addition, the owner directed some program modifications and the addition of a data center into the project during construction. The team delivered the project on time through the use of design-build.
Summary
The East County Hall of Justice project in Dublin, California is comprised of a five-story courthouse building and a two-story county building totaling 196,000 square feet on a 22-acre site. The courthouse building contains 13 criminal courtrooms with associated support spaces and facilities, while the county building provides space for the Public Defender, District Attorney and Probation Department. The two buildings are connected with a shared public lobby and security screening area and a courtyard. The Hensel Phelps and Fentress design-build team’s ability to address and resolve issues prevented negative impacts to the schedule by having all stakeholders weigh in on plans to eliminate obstacles.
