Challenge Design-Build Project Delivery Addressed

The discovery of soil conditions that would impact the design as originally conceived, among other factors, led the design-build team to convince the owner that replacing the existing bridges rather than rehabilitating them would be better. By lengthening the bridge spans to avoid the problematical soils, the team was able to produce a new design that in the end reduced overall costs and met the established deadlines.

Summary

Shirley Contracting Company LLC successfully completed the $101 million I-64 Capacity Improvements Segment I Design-Build project for the Virginia Department of Transportation in December 2017. The project entailed the median widening of approximately five miles of I-64 in Newport News, Va., adding a new travel lane and full-width shoulder in each direction, replacing or widening of six bridges; and construction of over 200,000 square feet of noise barrier. The Shirley/Dewberry Team utilized its extensive experience working together on past design-build projects to meet the aggressive 25-month project schedule.
